We removed a rock fountain from a concrete patio that was evidently installed with some sort of epoxy-concrete mix and it left a white stain on the concrete that nothing will seem to remove.

Epoxy will succumb to relatively low heat, such as from a heat gun, or even one of the more intense high-wattage blow-dryers. A propane torch will work too–but be gentle and keep flame moving–too high a temp can cause concrete to spall.
Also, Methyl Ethyl Ketone (MEK) solvent will breakdown the epoxies used to anchor into concrete.
