As you are saying that the critical section for shear for one of the step is going out of the footing area, that means, the step below the step for which you want to calculate the shear has dimension less than depth of the step beyond it.
First you have to make sure that the size of the footing has required area so that the stress is below bearing capacity. If that is the case, then there is no point in checking the shear at a distance d from the step in concerned, because you are already providing more depth of the step than required. The critical section is going away from the footing. That means,it is already safe from shear point of view, but you have to verify that it must be safe in punching shear. Just check for punching shear and your design is ready.Do check for other required parameters.
